UK and France Plan to Send Military Personnel to the Country in the event that a Peace Agreement is Reached

Placeholder Diplomatic Meeting

The British and French governments have formalized a memorandum of understanding concerning the positioning of armed personnel in Ukraine if a peace agreement be struck with Moscow, the UK Prime Minister, Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he indicated that the UK and France would "create operational bases in various parts of Ukraine and build fortified structures for arms and equipment" to deter any subsequent incursion.

The allied nations also put forward that the US would take the lead in verifying a ceasefire.

Russia has consistently warned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not responded on this new announcement.

The Situation and Continuing Hostilities

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Moscow at this time occupies roughly 20% of the country's land.

"This represents an essential component of our pledge to stand with Ukraine for the foreseeable future," stated the British leader.

National leaders and high-ranking officials from the "Coalition of the Willing" participated in the Paris negotiations.

Speaking at a combined announcement, Starmer noted: "It creates the pathway for the operational parameters under which allied and coalition forces could work on Ukrainian soil, defending Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

The British leader also stated that London would be involved in any Washington-directed verification of a potential ceasefire.

Defense Assurances and Diplomatic Positions

Lead US negotiator Steve Witkoff stated that "long-term safety pledges and robust prosperity commitments are critical to a enduring ceasefire" in Ukraine – alluding to a central requirement made by the Ukrainian government.

He said the coalition had "mostly completed" their work on agreeing such assurances "so that the people of Ukraine know that when this war ends, it ends forever."

Jared Kushner, former American President Donald Trump's representative, also took part in the talks.

At the same time, France's leader Emmanuel Macron said that Ukraine's supporters had made "significant headway" at the talks.

He said that "robust" security guarantees for Ukraine had been reached in the instance of a prospective ceasefire.

President Volodymyr Zelensky said that a "major development" had been made in Paris, but added that he would only consider efforts to be "enough" if they culminated in the conclusion of the fighting.

Recently, the Ukrainian leader indicated a settlement was "90% ready". Finalizing the last 10% would "shape the fate of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of key disagreements for diplomats.
  • Moscow has repeatedly warned that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any middle ground over how to end the war.
  • Zelensky has to date rejected ceding any territory, but has proposed that Ukraine could pull back its forces to an mutually accepted point – but only if Russia reciprocates.

Russia currently holds about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The pair of oblasts form the area of the Donbas.

The original US-led 28-point framework that was extensively reported to the media last year was perceived by Kyiv and its partners in Europe as being strongly biased in Russia's favor.

This sparked weeks of intensive discussions – with all sides trying to revise the proposal.

Recently, Kyiv presented the US an new framework – as well as distinct documents detailing prospective security guarantees and plans for Ukraine's rebuilding, Zelensky added.
